Paper Ballot Votes Handcounted in Staten Island Election

Today’s New York Times article on a recount in Staten Island is an interesting look at current New York State law in action, which requires a 100% recount of every election. New York still conducts elections on lever voting machines. When New York goes to the new paper ballot/scanner elections, a random sampling of only 3% of the ballots will be recounted, despite the known vulnerabilities of computerized scanners..
