Bush has the Power to Dissolve Congress

The National Program Office (NPO) is an agency of the United States Government which was established to ensure continuity of government in the event of a national disaster. The was established by a secret executive order signed by President Ronald Reagan during the Cold War in preparation for a nuclear war, presumably with the Soviet Union. In addition to supplanting the executive branch, the NPO has the power to dissolve Congress.[1]

The Federal Reserve established Mount Pony under the NPO where billions of dollars in currency was stored in a hardened bunker. The cash was to be used to restart the economy east of the Mississippi River in case of a nuclear war. The facility also housed the central switching center for the Federal Reserve s Fedwire system until 1988 when all money was removed, switching was decentralized, and the site deactivated as a NPO facility.

President Bill Clinton attempted to dismantle the NPO during his tenure in the White House. Those efforts proved incomplete when the NPO was briefly activated by President George W. Bush on 2001-09-11 in response to the terrorist attacks on New York City and Washington, DC.[1].

Comment:

If this really is true, then:

A) It would be too dangerous a thing for Bush to do. He would be sticking his neck out too far, at risk to himself, because surely a civil war would break out if this happened.

B) I don't put this past him at all, so I thought it would be worth posting.

C) How easily will Congress just lie down and say "okay, we agree to give up our jobs"....just like that? Hard to believe.

Even if this is legislated----and it does appear to be genuine, based on what little of this I read---the practical realities seem discouraging to the implementation. Of course, I could be very, very wrong.

After we take back control, a great idea ;)

The question would be, why would he want to? The democrats have rubber-stamped every war-mongering and liberty-damaging measure he has proposed..... They are willing accomplices and co-conspirators. Once a Coalition Reform Third Party candidate is elected, then it would a great idea...... Immediately impose Martial Law and dissolve Congress and declare new elections: Anyone who was in office for the last 6 years should not run; if they do, then they will be tried in Federal court for Conspiracy for going along with all the criminal activity without saying anything.... Except for a handful of honest truth-sayers, such as Kucinich, Paul, and Wexler; who proved their opposition to the many crimes by their actions. The party bosses and Congressional leaders, heads of Big Media and military industrial complex corporations, heads of CIA and FBI and other agencies, will all be tried for Treason and other crimes anyway. 

The Coalition Third Party concept is only way for us to take back the government peacefully; and it can happen THIS YEAR if we will it to. By attracting ALL the discontented; and having only the one major issue of: "We must make the nation safe to argue in, before continuing the argument!"; it could very well garner enough votes and defecting elected officials from both of the corrupt and co-opted mainstream parties to succeed.... If the reform candidates would only all agree and form it, and agree to draw straws to see who actually runs. But they all act as candidates, all campaign equally hard, and all move into positions of power once victory is acheived. Because the movement is the actual candidate: Reformation of our government to elimate the corruption of money, to restore the Freedom of the Press to mainstream media, to stop the war mongering for profit and empire.

Dissolving Congress is perhaps a rash means of accomplishing the cleaning of our government, but we could use the threat to get wholesale resignations and cooperation as plea-bargains to escape prosecution. The idea must be to get rid of all the collaborators and silent cowards ASAP; so true reforms can happen; and the specter of unseen control is removed.  

If this idea interests you, please contact the reform candidates and tell them this is our best and last chance, and it is their duty as Patriots to get together and attempt this bold plan. There has never been a better time in our history for a new third party.. And never has it been so desperatly needed.

Impeachment

With Pelosi's declaration that impeachment is off the table, I think we have, in effect, seen the Congress dismantle itself.  Bush does not need to dissolve Congress, it just goes along with him with a little  whimper and a lot of shine and plays its' part in his disaster capitalism and drive to a totalitarian state.

Rethuglicans have lots of options

Option 1. Give the massive new power of the Unitary Executive to McCain with a VP of Cheney-like, neo-con power.  Works as long as McCain and $500M in media can keep the race within 15% so they can steal it without it being too blatent.

Option 2: Give it to Hillary, who will protect the Rethuglican criminals and not raise any fuss.  Also, when the economy implodes, Hillary won't do anything radically FDR-like to recover the faltering country.

Option 3: If they get cold feet about Hillary, or Obama somehow gets to be the candidate, then there is always the choice to attack Iran and then declare martial law.

So many options.

But I'm not afraid to also call into question those with whom I would usually be "on the same page" if and when they, too, are on the wrong side of the issues I care about.

The NPO is Sooooooooooooooo Unconstitutional. . . .

There is NOTHING in the Constitution that grants the president the power to dissove congress in time of national emergency. WAKE UP, PEOPLE! The Constitution is sovereign, not the president -- and it clearly delineates the powers of the executive, legislative and judicial branches of government. 

Remember when FBI agents raided Congressman Jefferson's Capitol Hill office in 2006? Even the GOP leadership that controlled Congress back then screamed an unconstitutional executive branch incursion into the legislative branch's turf. Bush quickly backed off.

Even Republicans would not hesitate to impeach Bush if he DARED to try to dissolve Congress.

My personal evaluation of this experience is that it has contributed immeasurably to the expansion of my internal capacity to view other human beings as equal members of the human family before a loving Creator, and compellingly equal members of the society politic before our global institutions of government.

Bush has power to dissolve Congress

The problem is the same that Senator Byrd pointed out in the October '02 vote on the Iraq invasion. CONGRESS DOES NOT HAVE THE POWER TO ALTER THE CONSTITUION - i.e., by transfering to the President its own power to declare war - WITHOUT RATIFICATION BY THREE QUARTERS OF THE STATES.

U.S. CONSTITUTION, ARTICLE I, SECTION 1: "ALL LEGISLATIVE POWERW HEREIN GRANTED SHALL BE VESTED IN CONGRESS OF THE UNITED STATES, WHICH SHALL CONSIST OF SENATE AND HOUSE OF REPRESENTATIVES."


Recent Executive Directives (I think Executive Directive #51) deal with emergency military takeover. There is little doubt that the President would like to try instituting martial law. The FBI's InfrGuard program, in fact, is said to be training some 23,000 businessmen to use force to back up martial law.


Within the chaos of a national or regional emergency, a martial law declaration could succeed, - as war in Iraq has so far succeeded - but Congress, Constitutionally, could override this. Will it?


The two actions which I think could avert a martial law attempt would be to impeach now AND to secure a fool-proof way to achieve election integrity.


Regarding elections, I suggest three-fold measure: to secure:

1. the right to vote - by issuing a voter photo ID to anyone who has no other valid ID;

2. the integrity of the vote - by marking each ballot with a unique ID and rendering to the voter a receipt by which the voter can compare his/her unique vote with the official record of that vote;


3. the integrity of the count - by a public audit of the count at every precinct, immediately after the polls close.
