Halliburton subsidiary Kellogg, Brown & Root is using a similar defense to avoid paying for health and damages to US troops exposed to dangerous chemicals and now suffering respiratory ailments.

In 2004, KBR was blamed civilly and criminally for electrocutions of soldiers in showers because of shoddy installations. KBR then said it had informed the military of the problems it was causing and the Army chose not to stop them from creating the dangerous condition.

This is, folks, the result of a careful CYA ploy by Halliburton, who dumped documents on government officials who simply did not read Halliburton's fine print.

Remember, Dick Cheney was CEO of Halliburton as they helped grow through lucrative military contracts throughout the Clinton Administration. After his election as VP, the firm would grow 600% to provide basic services to the armed forces.

Halliburton was so dominant, it took a Congressional measure to limit their contracts to under a third of the total in the last year of the Bush Administration.

During this time, Halliburton/KBR settled multiple bribery cases for over $500 million dollars in "fines" to the administration. One case implicated Cheney, then CEO, for rampant bribes in a global scandal involving Nigerian natural gas rights.

Nigeria was persuaded to drop the case by former President George H.W. Bush and his law firm, run by his former Secretary of State James Baker.

Halliburton/KBR also used Congressional influence to avoid damages in several gang rape claims made against former employees. The Republican House actually passed a "rape bill" that enforced Halliburton's contractual obligation for women raped by their employees go to private arbitration instead of US courts.

Senator David Vitter was asked on video by a rape victim why he voted for this measure and he walked away without talking to the woman.

The Republicans in Congress went to bat for Halliburton/KBR over and over after they were caught overcharging, double-billing, electrocuting troops, raping their workers and bribing heads of state. Not only do they still get billions in taxpayer money, they have the laws written to their specifications.
