The bottom line is that the Riverside County ROV produced a spreadsheet entitled Ballot Reconciliation Spreadsheet and sent it to the audit firm on December 11, 2008 (9 days after the election was certified). It listed the number of Counted Polling Place Paper Ballots (PPPBs) as 249,658. Several days later, on December 16th, the ROV sent an “updated” count of the counted PPPBs, this time the number was 269,588 for an increase of 19,930 ballots counted. And this increase took place after the election was certified as full, true and correct. Once an election is certified, there should be no changes in the count of ballots.
On March 5, 2009, after multiple public records requests, I received a hard copy printout of the Ballot Reconciliation Spreadsheet (about 40 columns wide by 17 pages long) containing the same information as was provided to the audit team back on December 16, 2009. It was only after laboriously hand-entering the December 11th and December 16th numbers into a new Excel spreadsheet this past Saturday that I became aware of the very large increase in “counted” ballots. I have yet to receive an electronic version of the Excel spreadsheet, as the law allows. Ms. Dunmore has stated that doing so might “cause confusion among the public”.
My efforts to get an explanation from the ROV for this phenomenon so far have been met with a curt “I think you know the answer…”
