Baltimore County's school Sup't planned a huge investment in technology, in a cash-strapped school system with many pressing needs. Parents didn't see the evidence for this magic elixir . They worried that the schools were investing in a pipe dream...or worse a massive waste of taxpayers' money and a waste of students' instructional time.
