Internationally, as respects only its terrorist and other allied agreed upon shared data, and not other sensitive US specific national security information, the NIC would then too be integrated into a newly created global intelligence network called the Global Allied Intelligence Network (GAIN). Alternatively "A-WIN" (Allied Worldwide Intelligence Network). GAIN would strategically link our allies own respective versions of NIC; dramatically leveraging global intelligence resources to vastly improve the identification and targeting of the external terrorist command and control threat. Countries seeking membership and allowed to enter this network will realize that by doing so, they "GAIN the advantage" on the threat. Others will be at a disadvantage. Inclusion in GAIN provides a further carrot or incentive to cooperate and contribute to the War on Terror. Start with the 4 or 5 key NATO countries and build out from there.
Dually charged, NIC will also domestically be tasked and structured to simultaneously root out and identify domestic terror cells and provide prompt targeting information to federal, state and municipal law enforcement agencies for immediate action. Municipal SWAT units and/or local law enforcement, effectively become domestic CGTG's.
Note: Fundamentally, NIC acts as the integrated US foreign and domestic intelligence fulcrum upon which GTI pivots.
- Global Security Integration: In coordination with DMW, charged with seeking collaborative agreements with our allies to form GAIN and then integrating our own and their new respective NCW and NIC equivalents; thereby forming an integrated "global web of security", leveraging multi-country intelligence with globally deployable (ours and allies) CGTG strike units.
- Rules of Engagement: In concert with DMW and our allies, develop accepted rules of engagement for the CGTG's and advise non-allied countries, most likely the source home and/or command and control center of turnkey terrorism leadership, what these ROE's are. The message being, do not harbor terrorism command and control infrastructure. Unlike the Bush Administration's similar comment post 9/11, which in retrospect per the Bush Doctrine, evidently meant the threat of occupation, this now instead means if you do, expect targeted strikes, per the new "Strike Doctrine".
- "Isolate and Ignore" (I-2) Containment - See previous Iranian Nuclear Crisis OpEd for details. Essentially, the State Department will lead the collaborative effort with allies to isolate (then ignore) any nation harboring terrorist global command and control. "I-2" Containment and the new "Strike Doctrine are not mutually exclusive but rather work in tandem, hand in glove - together; a fully coordinated response.
4) Replace the Bush Doctrine:
- Rename it the "Strike Doctrine", part of GTI, and
- Change pre-emptive "occupation" to "strike", and
- Employ a new "strike and withdraw" tactical approach, employing CGTG's
5) Iraq:
- Cease terrorist education: Commence an immediate, "3 for 1 and Done" honorable controlled withdrawal exit strategy plan, and
- Redeploy and reinvest the $75-100BB per annum standing military cost in Iraq into financing 21st century anti-terror technology, intelligence, strategies and tactics to support GTI.
General Note: 6?) What about Dept. of Homeland Security? Good question. It apparently represents a bureaucratic, politically appealing, "paper tiger" reaction to a real problem. It is seemingly a hodgepodge collection of 20 or so orphaned governmental departments and agencies and housing them under one umbrella. Aside from its impressive, secure sounding moniker, what really is DHS and what can it now do that heretofore was not being done? That synergistic value differential is how this author would gage the relevance of DHS. Unfortunately, after careful review of the DHS website and other writings, the question from this author - where's the beef ?
In the opinion of this author, DHS will have arrived and met its public perception expectation when you begin to hear "routine" news reports like "Breaking news - DHS foils 20 state simultaneous terror plot", like the scenario outlined above. To date there really has been none - yet, evidence news reports, the terror network/cells clearly exist.
As it is, it appears as though we've only reshuffled the organizational deck and the Bush Administration is now marketing a new voter friendly brand name. Per the DHS website, the major recognized name components appear to be Secret Service, US Coast Guard, Mexican Border Control and INS. Living in the New York Metro area, the author personally feels no more safe now with DHS than before without.
Therefore, for purposes of this article and as a component of GTI, a challenge then to the Bush Administration. Specifically, in the big picture, how will DHS connect and integrate its 4 disparate segments and their respective sub components to substantively support and/or leverage NIC and DMW.
