In the video by Bill Moyers posted at my place, near the end, Hagee suggests that Hurricane Katrina was sent to the US in response to the US support for removing settlers from the Gaza Strip. He has also advocated attacking Iran which he perceives to be a threat to Israel.

Does the President need Congressional authority to attack Iran?
