requirements and implements the proper model for electronic voting:
votes cast on voter-verified paper ballots with machines, whether
electronic or mechanical, relegated to their proper role as tools to
assist with printing, marking, validating and counting of the ballots.
How then can you justify certifying systems which don't?
In summary, the HAVA mandated printed record IS our ballot. Open and
fair elections require voter-verified paper ballots. Instead of
implementing a set of standards which provide the confidence and
transparency in our elections mandated by Congress in HAVA, you are
denying voters the right to see their actual ballot and drawing an
electronic curtain behind which programming errors, hardware problems
and election fraud can flourish. Your response to this letter will
show whether you see the words of Randal H. Erben, Special Counsel on
ballot integrity for President Reagan, as a warning or a blueprint.
