Scahill documents many instances in which large numbers of innocent people were killed or maimed by drone attacks. It is obvious from these cases that the legal principle of proportionality is not a consideration in the identification of targets.
The White Paper is clearly a case of the tail wagging the dog. It paints a picture of dangerous terrorists all over the world who are continually planning violent attacks against the United States and who, at the same time, can never be captured and granted their civil and/or legal rights. The conclusion it reaches, therefore, is the one under which our government now operates: that the only way to protect the United States and its citizens from violent attacks from dangerous terrorists is to identify them and kill them immediately.
