Pennsylvania stated it has been shortchanged on N95 masks promised by FEMA. Some 6,000 face masks sent by the federal government to Alabama had expiration dates of 2010 and were dry-rotted. A federal shipment of 150 broken ventilators to Los Angeles required California to invest in expensive repair work. The federal government shipped face masks to Oregon that had dry-rotted elastic bands that could have snapped off, resulting in hospital workers being exposed to the virus.
