Bandera was determined to assert control over the emigre community. As one of his final acts in office, Yushchenko officially designated Stepan Bandera as a Hero of Ukraine, in a polarizing and much-criticized move. The problem with the ABN, according to CIC (US Army Intelligence), was that it was a tool of the Bandera faction of OUN.
