Yet fundamental changes almost invariably come from initially small-scale efforts that don't appear to threaten the existing paradigm. Harvard Business Professor Clayton Christensen was the first to introduce the phenomenon of innovation from small-scale efforts. He demonstrated how bottom-up activities were the driving force for providing new solutions to old problems and ultimately replaced the old paradigms.
More recently he has applied this concept to the federal government and vexing problems including education, health care, poverty, joblessness and the environment. His article "The White House Office on Social Innovation: A New Paradigm for Solving Social Problems," can serve as a model for what we need to include in the final version of the energy and climate bill.
