The Bush administration and Congress have been caught flat-footed by rapidly escalating global food prices and are scrambling to respond to a crisis that they increasingly view as a threat to US national security. J. Stephen Morrison, head of the Africa program, said "It's simply good politics. If you're looking to reverse the decline of America's standing in the world, this is a very good option, and it's affordable."
