They go by different names in different states-the Stop Overspending Amendment (SOS), Tax and Spending Control or, as the original, the Taxpayers' Bill of Rights (TABOR). But this November, states across the country will be voting on tax initiatives that could cripple spending for health care, schools and other social needs.
