Next week's Senate floor debate over lobbying rules will signal whether lawmakers remain zealous about changing the capital's political culture or whether their Abramoff Fever has broken.

The safer bet is the latter. Legislation that has emerged from two Senate committees emphasizes disclosure, not prohibition, of the perks of office that landed Rep. Tom DeLay (R., Texas) and Mr. Abramoff in trouble. Not much of anything has emerged within the House.
