First the Egyptian scientist, Dr. Ayaad Assaad, was framed.

I have said from the beginning that the anthrax came from a Army lab, was under very heavy gard and had to be ordered out by someone very high in the chane of command. That pints at Mr. Chaney or one of his stools.
