Averting War With Iran: Employ a MAD Policy towards a Mad Regime

There’s an old saying that those who don’t learn from history are doomed to repeat it. A corollary case is unfolding here. One that suggests for those who don’t learn from others’ history, they are simply doomed, as might be the case for Israel if it continues to pursue a practice of nuclear weapon denial. The time for denial is over and deterrence to begin. 

MAD or Mutually Assured Destruction was the nuclear deterrence policy in place during the Cold War. It successfully achieved its objective, keeping the peace, albeit a tense one between the Soviet Union and the United States. No nuclear weapons were ever launched by either side against the other.  

MAD policy is built upon the premise that if one country pre-emptively (i.e. first strike) launches nuclear missiles at another, the recipient will still have time to launch a full retaliatory strike and destroy it too. It then begs the go no-go question to each side; what then is to be gained by ever launching? The answer is nothing. Rather, any launch yields only total destruction to both sides. That bilateral conclusion then became the backbone reason why there were no hostile nuclear launches by either side during the five decade long Cold War. 

A guaranteed no win scenario, creating a defacto “prudent judgment balance”, embodied the “no launch is a good launch” environment between the Cold War superpowers. 

Now jump forward two decades to today. We have the underpinnings of a mini Cold War developing in the Middle East. With the assumption that Israel has 100-200 or so nuclear weapons as various expert sources speculate (even ex President Carter in very irresponsible and careless fashion, recently noted 150), it is in position (even if it had only ten nuclear weapons) to assure total destruction, in fact annihilation of any regional country that attacks it. To date, it has uniformly either not confirmed or denied (vis-à-vis the Israeli government’s unofficial but rigidly enforced policy of "deliberate ambiguity") these weapons existence and therefore made no MAD statements to threatening regimes, like Iran. The obvious argument then, why have muscle if you can’t or won’t show it off? Particularly, when a new muscle flexer emerges on the street. It’s akin to a body builder wearing a coat at the beach. Why bother lifting weights? 

As the Israel(U.S.)/Iran nuclear crisis ripens, capturing more headlines, there are three strategies either in play or being bandied about to end the standoff, the third wreaking growing havoc in global commodity, capital and equity markets, led by the oil market impact. These include 1) diplomatic negotiation with Iran to cease its nuclear weapons program, 2) sanctions (and isolation) against Iran if and as diplomacy fails, or 3) conventional military attack on Iranian nuclear facilities such as those at Natanz and Arak by the Israeli Air Force ala the raid on the Iraq nuclear facility in the 1980’s.  

Note: The wild card of course is a U.S. conventional or heaven forbid, nuclear attack in conjunction with an Israeli strike or even completely separately, on Iran, which if the policy recommendations of this article are adopted, would never need come to fruition - for the U.S. or the Israelis. In fact, war with Iran is averted as is the need for an Israeli military strike. 

Unlike the Iraq situation however, when only one centralized target location needed to be taken out to destroy the entire Iraqi nuclear program, the Iranian nuclear weapons program is set up quite differently, in decentralized fashion. The Iranians astutely learned the Iraq lesson to not concentrate all nuclear weapons program activities at a single central location. The integrated Iranian nuclear weapons program/complex therefore is fragmented and geographically diverse and dispersed. It comprises hundreds of sites, many underground, for the sole purpose that the program will survive an attack. 

None of these 3 options therefore will result in the desired goal of Israel and the U.S. (i.e. WEAST – U.S and its West and EAST allies) - no Iranian nuclear weapons. Iranian President Ahmadinejad has and will continue for all intents and purposes, thumbed his nose at both diplomacy and sanctions, and given the infrastructure breadth and geographic separation between the many Iranian nuclear facilities, an Israeli attack would only result in temporary crippling key chokepoint locations like Natanz, which would be promptly rebuilt. The real damage or effect then of such a raid is not destruction of the Iranian nuclear weapons program but rather triggering a broader military conflict in the Middle East, driving oil prices to $200 per barrel or much higher, with the Iranians attempting to close the Strait of Hormuz, and other Arab sympathy related oil supply disruptions, and decimating WEAST economies. This would be even further exacerbated if the attack was done in unison with or solely by the United States. 

The simple fait accompli then, while it can be temporarily delayed, there is no stopping the Iranian nuclear program. Any attack by Israel and/or the U.S. would only escalate to drastically greater regional and global conflict and global economic failure contagion. 

Accepting then the unfortunate inevitability the Iranian nuclear program will successfully yield one or more nuclear weapons, what alternative to military strike remains for Israel to ensure its existence against a regime who has explicitly stated it wants Israel wiped off the map? And what alternative to war exists for the U.S.? 

The simple answer is it’s time for Israel and the U.S. to do something very different.  

For Israel, it’s time to do what it has been loathe to. That is, come clean on its nuclear weapon program and arsenal and aggressively promote an altogether new, two pronged “MAD +6” Policy:

-         MAD - PR campaign directed at Iran. The message being “retaliation without restraint”. 

-         “Plus 6” - PR campaign directed at Israel’s immediate Arab neighbors. The message being “you’re equally at risk too from Iran”. Any Iranian nuclear strike on Israel, given its extraordinarily tiny size and prevailing westerly winds (with either a north or south bias drift depending on time of year), would also yield incredible nuclear fallout on the immediate neighboring Arab nations – Jordan, Lebanon, Syria, Iraq, Saudi Arabia and Egypt, and perhaps others. Effectively, if Iran nukes Israel, it simultaneously nukes many of Israel’s Arab neighbors – liken it to a case of “Middle East Fratricide”. In a strange if not ironic way then, Israel is inadvertently protected by its former and/or current Arab enemies and neighbors. Those Arab countries providing a defacto nuclear or rather human shield for Israel. A new and enlightened concept Israel needs to highlight and aggressively promote throughout the Mideast. 

For the U.S., it must in parallel, follow its own two pronged “MAD + I2” Policy:

Iran doesn't have a "nuclear weapons program"

I must take exception with your use of the claim made by President Bush and his sneering cohort in crime, VP Dick Cheney, that Iran has a current and ongoing "nuclear weapons program." According to the last NIE prepared with the joint cooperation of all of our intelligence agencies, they DO NOT have such a program, and HAVE NOT had such a program since at least 2003. This is the opinion and considered estimation of the people who have the most access to intelligence data in the history of the world. They also have their reputation to consider, and they are trying to recover from the damage done to that reputation by the suppression and outright falsifying of intelligence by the Bush administration in order to lead the country to war based on lies and false innuendo, as even the President's former Press Secretary has admitted in his recent book - which bears the subtitle, Culture of Deception.

Almost immediately after the forced release of that NIE (which Def. Sec. Robert Gates had already stated that it would not be released, but folks in positions that could have caused trouble by telling the truth to the press changed his tune), the Vice President and, later, the President himself began a campaign of trying to discredit the report that their own intelligence agencies worked to compile. And they offered their own personal opinions as more credible and accurate - which to anyone who has been paying attention for the last 7 years can only view as the most outrageous joke ever told.

The Iranians may have a nuclear program, but that program, as judged by the entire intel community and acknowledged in our own National Intelligence Estimate, is a peaceful program for nuclear energy.

The NIE Debate is No Longer Relevant

Whether the NIE is right or not no longer matters.

The Iranian nuclear weapon issue has taken on a life of its own in U.S. and Israeli leadership circles; that the "real or phantom" program, whichever one believes, must be taken out. That growing intent is substantively all that matters.

The article is not debating whether an Iranian nuclear weapons program exists or not (btw, the author is in the camp that it does exist), but rather how to end the momentum gathering march towards war, by offering a sensible alternative to devastating and disastrous, chain reaction military conflict.

With all due respect, your position and comments do not impact or derail that momentum, and the NIE won't stop it either. The article however offers a way to do so.

Other reader ideas and solutions eagerly sought and welcomed too.

Here's the Point

It is the ONLY thing that matters. Everyone already knows, as you state, that Israel has nuclear weapons. Iran already knows that and they know that Israel will use them - even if Iran attacks with conventional weapons, let alone nuclear.

The whole point you are making is that by declaring that they already have nuclear weapons, Israel will somehow deter Iran from seeking their own, or using the ones you think they already have. I agree that Israel should declare their weapons program, but for the purpose of bringing them into compliance with the international treaties that make the United States a criminal, rogue nation by being in violation of proliferation prohibitions, and so their program will be inspected and regulated properly. Not to deter Iran by telling them what everyone on the planet already knows.

The issue right now is not even deterring Iran. Iran, whether it has nukes or not, already knows that to use them on ANY nation will bring about their swift and sure destruction. The issue now is to stop the US and Israel from attacking Iran. The only threats Iran has made are that they will defend themselves if attacked.

Your article has some serious problems, right from the roots on up: It is built upon false suppositions which are then used as ground level "facts" upon which you have built the whole premise, set up your case, and agued it through to your own preconceived notional conclusion, with a straw foundation!

For some of your "attitudinals" setting the stage in crafting your supportive arguement, a piece of  blatant propaganda has been used that has been so massively and widely debunked that it is ridiculously simple and readily available for anyone who might look, to see and know its dishonesty, no fuss, no muss.  Iran's president never said ANYthing about wiping Israel off the map or anything even close in meaning, implication or intent.  In fact, if you listen to the same sources for other misinterpolations, then most likely you have a lot more preconceived notions that are not only just as false, but serve the same demonizing, fear mongering propagandists quite as well as this one does, and all the others that are still being so "factualistically" repeated and built in to supply that righteous "guilty of immanent threat" (demonizing implied), basic mode of assumption from which many a well touted, repeatering false premise sticks and can then ascend to the greater gorey------

There, is a good starting place, at least you can have a good laugh while getting unspun. I highly recommend Juan Cole's informedcomment.com  whenever you hear any MidEast woebegetting misinterpolations, which, if its in the public air, you can bet it was tossed there seeking trasubstantiational conversion................. 

Iran never HAD any nuclear weapons program!  The CIA was being kind to themselves to save greater embarrassment when they finally went public with the report claiming they "ended" the "program" in 2003.  Actually, there was an alleged confiscation of a 'notebook computer' that was  "found" by one of the black'ops teams (of the ongoing...., that the US has kept lurking, spying,  aggitating, car bombing and assassinating in Iran for many years) which housed plans supplied by Pakistan's Dr. Kahn for building a nuclear weapons program.  Around that timing, though quite likely preceding this "serendipitous find," there was some talk from Iranians themselves about having looked into it for its nuclear science value, but that after Iranian scientists had gone through to see what they could learn to educate themselves for other scientific advancement, but by probably around some time in 2003, they had decided, especially with their (US initiated) nuclear power generation program, that it wasn't worth the risk it could mean even just in appearances to have "that stuff" around!  Iran has no nuclear weapons program and has never desired to start one.  They really are not idiots, nor are they suicidal.  They TOO know what Israel did, and they watched the world play "MAD" for all those decades.  They ARE though, a theocracy, and weapons that annhilate civilian populations and infrastructure like that are against their religion to begin with.  They believe in a large and well equipped standing army.  For their neighborhood, it is all they need for their own defense. 

Iran has no "world conquest" desires, not even just in their own ME "neighborhood".  They have never attacked another nation and have shown no proclivities to change that course.  They have BEEN attacked, and in "that neighborhood", with Israel always threatening everyone else with deadly force, or USING it on others, whichever comes first, with Saddam having been in power right there next door for so long, since even before Iranians had regained their sovereignty (1979) from when the CIA/Brits combined had pulled the 1953 blackops oil burse coup that left Iranians under the thumbscrews of the Shah for a quarter of a century.......... that really, they WOULD, for ONCE, just like to be left alone! 

Iranians DID, though, learn from recent history, you were right on THAT score!  They therefore scattered all their nuclear power (and science) related facilities far and wide as well as deep underground.   Otherwise,  they  would have been all too vulnerable, as had been Saddam.  They were also one of the first signers of the NNPT, and though they were afraid at first to let their nuclear science studies and programs out in public, that was early in the program and they have since met all the requirements of the NNPT, which DOES, by the way, give the "right" of any NNPT  cooperating nation to enrich their own uranium for nuclear power generation without molestation.  They are not in violation of the NNPT, and no nation who is also a signatory of the NNPT has any right to dictate to them that they shall not be "allowed" to enrich the uranium themselves as guarranteed to all signatories who maintain the designated cooperative participation. 

The US, IS, though, in violation of the NNPT.

Also, the neo-zionists and neocons, bushco, bilderbergs, et all., want to attack Iran, set the world afire, crash all economies, create food, water, etc., dire shortages, because that's THEIR THING, that's just what they like to do most for it is where they get the most power and money, and can cause the most suffering which makes them feel the greatest!!!  They have things structured so that ALL issues are dealt with from straw fantasies and therefore are never dealt with or even DISCUSSED from any real enough point to actually even talk about, much less deal with anything that can actually come about and be sustainable!  All the REAL facts are kept taboo, therefore, OFF THE TABLE, just like IMPEACHMENT!

If you have also let yourself be spun into demonizing Hugo Chavez and Venezuela the same as Iran, I would suggest you dig a lot deeper first before spreading that vile and dangerous propaganda into any premises!  (....there's yet another little conveniently serendipitous "laptop computer find"........)

Talk about needing to "learn from history"!

Brock Novak wants to create an arms race to line the pockets of the military industrial complex. Israel will never admit they have nukes because they would no longer be able to falsely demonize their neighbors of seeking nuclear weapons if Israel itself admitted to having them.
