| It's hard to vote against something if you don't know what might replace it. Republicans could have turned first to the "replace" part of their strategy, developing an alternative piece of legislation that would similarly insure 30 million people at a lower cost, but do it in a different way than the current law proposes. Once that was drafted, they could have then tried to repeal the old law. |
