Many states appear to be in recession

For many in there is a shortfall in income and they have trimmed budgets for the fiscal year coming. Others are using rainy day funds. Those which produce energy such as Alaska and Wyoming are in better shape. Massachusetts looks at raising cigarette taxes to a dollar a pack.
