Regarding SCHIP, why didn't the Democrats simply lower the maximum income limit of potential beneficiaries?  If they had done so, it would have taken away Bush's only objection and millions of children would have gotten their benefits.  Why did they make the maximum family income $80,000 and not $50,000, for example. 

The only reason I can think of is that they were just playing good cop, bad cop... pretending to be for something when in reality both parties were just in cahoots with one another.  Now Dems can claim they tried and Republicans can claim they kept costs down and both constituencies will give them a pass. 

The Democrats don't know when to fight and they don't know when to compromise... or maybe they just have a different agenda than the one they advertise.
