Tools have different uses. You can use a claw hammer to hammer in a nail or pry a nail out. Impeachment is a tool. All the excuses the dems in congress have given have been based on the aspect of impeachment that focuses on voting to impeach in the house and the inadequate number of votes necessary to convict in the senate. But the fact is, impeachment doesn't have to work that way. It didn't with Nixon. The "claw" side of impeachment is what was used to pry out the evidence needed to persuade Republican leaders to take "THE WALK" to the Whitehouse to inform Richard Nixon that he had to resign or they would support his impeachment.
The "hammer" part of impeachment-- the vote-- never had to be used. The same is true about the Cheney and Bush impeachments. First step is to investigate Cheney. Investigate, Investigate. Churn up the dirt, from the bottom up, starting with lower level people, like the IT expert who knew he was violating the law when he obeyed orders to destroy email records by writing over them. He'll roll over on whoever it was who told him to do it.
That's how these investigations will work. They won't stop congress from operating. They WILL eat up media attention. They should.
We now know that even a huge percentage of Republicans are disgusted with Bush-- 50+% in New Hampshire, 46% in Michigan. The nation is ready for impeachment. The excuses the congressional Democrats have offered have never been acceptable. But now, they are pathetic and shameful. Nancy Pelosi, if she fails to end her banishment of impeachment from the table, if she doesn't give John Conyers the go ahead, will go down in History, along with George W. Bush, as another horrible leader, another awful failure who betrayed the people who elected her.
