President Obama never tells his generals to kill Afghani children.
But when still a candidate Obama did assured everyone during a Democratic debate, that as president he would give the go-ahead for air strikes on al Qaida even if he knew there would be civilian casualties. ("causalities" include deaths)
For two and a half years Obama has stuck by his guns and dead children continue be be among those permissible casualties.
A week ago, the president ordered (probably was advised to order) a whole new set of massive air-strikes against Libyan government forces "to protect civilians." Libyan civilians are now being killed accidentally by US and NATO same as in Afghanistan, Pakistan, Yemen and Somalia - all for their own protection.
An appreciable amount of the American public or clergy see a big difference between the Americans and NATO constantly bringing death, accidentally, to people in other countries and people in those countries killing themselves. For them, the former are good guys, the latter, bad guys.
According to virulently anti-Gadhafi CNN and the all other anti-Gadhafi networks the head of Libya's government is bringing death to civilians, not accidentally, but with vile and murderous intent.
In the case of dead Afghanis, we know reports are true, if not for other proof, because U.S. generals and sometimes the Obama himself or his Sec. of Defense often apologize. (There is no apology, of course, for the deaths of those fighting the U.S. eleven year occupation of their homeland)
In the case of Libyan dead, the world (and most of the UN Security Council delegates seem to take the for decades long anti-Gadhafi media reports as true, though Gadhafi during the first days of violence reportedly acknowledged there might have been some mistakes made and requested meeting with the protesters, by then having a well armed attack going on their own. While bands of rebels captured towns moving toward Tripoli, CNN kept saying that the Gadhafi regime is killing civilians, and keeps saying so.
That anti-Gadhafil media of the corporate owned networks have emphasized from the beginning that Libyan government forces (always referred to a "the Gadhafi regime") were even bombing populations from the air. Human Rights Watch of Fifth Ave. during the first days was in the lead with the impression that deaths were enormous and due to government repression.
But in Deaths caused by Anti-Gaddafi forces, Wikipedia has this entry:
"Among the security forces there had been more than 450 dead, including civilians in support of the government, mercenaries and government soldiers. There have been many reports that members of the security forces have been killed by both the government and the opposition. On February 18, two policemen were hanged by protesters in Benghazi. Also, on the same day, 50 African mercenaries, mostly from Chad, were executed by the protesters in al-Baida. Some of them were killed when protesters burned down the police station in which they locked them up and at least 15 were lynched in front of the courthouse in al-Baida. The bodies of some of them were put on display and caught on video. By February 23, the government confirmed that 111 soldiers had been killed."
Reuters was among those reporting that rebels had killed many government soldiers and executed fifty Africans.
Only by scanning the Internet, can one come across:

In a Los Angeles Times article by Luis Sinco, rebel held prisoners are asked to speak up. "A middle-aged African waited for a moment before loudly proclaiming his innocence to no one in particular. "I am a worker, not a fighter. They took me from my house and [raped] my wife," he said, gesturing with his hands. Before he could say much more, a pair of guards told him to shut up and hustled him through the steel doors of a cell block, which quickly slammed behind them."
These few items found searching the Internet, are of no import, for the overwhelming "coverage' and editorializing from Big Brother commercial media.
