Where are the FEMA Camps when you need them?

Whether one is a conspiratorial researcher who views government as our biggest threat as the founders taught, or a 'statist' type who believes whatever the hero government tells them, the fact is that government FEMA CAMPS are an acknowledged and documented fact.
There have been military documents, congressional budget reports, and corporate press releases and documentary films which affirm that FEMA camps have existed for many years and are continuing to be built nationwide, sometimes even openly referred to as 're-education' centers and 'civilian inmate work camps'. In 2006, MarketWatch reported that KBR, a subsidiary of Halliburton, was awarded Homeland Security contract worth up to $385 Million dollars to build facilities to aide in a "natural disaster". As recently as early 2012 FEMA put out contracts for emergency camps to house "Displaced Citizens".
The main point of contention between the statists and realists has not been whether the camps exist, but what they're intended for. Defenders of the establishment, the few that are honest enough to even admit that the camps are real, would contend that the camps are a good thing and are merely for emergency situations, such as natural disasters.
That being the case, why in the world aren't the camps being utilized now, in the aftermath of hurricane Sandy? In addition to rescue and clean-up efforts, there is obviously an immediate need for shelter, food, and fuel for displaced east coast residents as the situation becomes more dire. Obama toured New Jersey Wednesday with Governor Chris Christie and consoled victims while misplaced people throughout the disaster area were rummaging through the garbage for food, defecating in apartment buildings, and standing in miles-long lines hoping to buy gasoline. Anarchy abounds in the storm-hit areas while politicians claim that the solution is to give FEMA more power. ABC TV6 New Jersey reported that "Seaside Heights and nearby towns are under martial law".
The U.S. Department of Defense notes that "States, localities and the American Red Cross continue to operate emergency shelters along the East Coast." Yet FEMA, long touted for having camps everywhere, is not even offering a single camp location to help residents! The FEMA website itself states that people should contact the AMERICAN RED CROSS, and should go to the Red Cross website to try and seek out shelter! The October 30, 2012 FEMA update titled Sandy update 4: Staying safe & how to help stated
"Individuals and business owners who sustained losses in the following counties in New York and New Jersey can begin applying for assistance by registering online or on your phone at http://www.DisasterAssistance.gov...In addition to federal disaster assistance being available in several counties, states and localities and the American Red Cross continue to operate emergency shelters in many states. You can search for open shelters by visiting the Red Cross website, downloading the FEMA smartphone app, or by texting the word 'shelter' and a zip code to 43362 (4FEMA). For example, if you're searching for a shelter in the 01234 zip code, you would text Shelter 01234."
What is wrong with this picture? Where are the FEMA CAMPS, and why aren't Americans allowed to seek shelter at the camps, if they're indeed intended for natural disasters? Why does the federal and state governments keep telling people to call the Red Cross to seek shelter? Millions of dollars in federal government (taxpayer) money was paid to corporations to build the camps nearly ten years ago. So where are the camps?
FEMA links to the Red Cross page "How We Can Help After a Disaster" [http://www.redcross.org/find-help/shelter], which states "After a disaster, communities and families turn to the American Red Cross for help - and we stand ready to provide comfort and care -free of charge... The Red Cross helps disaster victims by providing safe shelter, hot meals, essential relief supplies, emotional support and health services like first aid. Trained Red Cross workers often meet one-on-one with families to develop individual plans and identify available resources to help aid recovery." The Red Cross also links to the Safe And Well website for those "Searching for Family Members during an emergency."
The Red Cross Shelter page does indeed offer a comprehensive list of various shelters held at schools, community centers, churches, etc. However, many of them do not even offer food for the victims seeking shelter.
Monmouth University in West Long Branch, NJ had 294 residents as of Saturday and reportedly "can hold 1,400 people, and overflow locations are ready to open if it fills up." Police urged people not to go to the shelter, but to go to a "local transition shelter" where "buses will bring people to the county shelter." The Community Center in Woodbridge, NJ had about 80 people there as of Thursday, with "many of them from other towns, and some homeless from the hurricane." [video].
One temporary shelter was at Henry Hudson Regional School in Highlands, NJ. A local website stated that Henry Hudson Regional High School "will open 7 a.m. today as a shelter for people evacuating. Those seeking shelter must bring their own food, enough for three days. Authorities also remind people to bring any necessary medication with them." New Egypt High School in New Egypt stated "This self-service shelter is for residents only. Food and drink will not be provided. Bring cots, air mattresses, blankets, pillows, food, beverages, etc., to the high school." The Point Pleasant Borough High School shelter "instructs you bring your own food, water, bed sheets and especially medications and other necessities." Trinity Episcopal church in Woodbridge NJ was giving out "a cup of hot soup and bread to anyone in need" from noon to 2pm Friday Nov. 2, but the meal was "take out only".
If a storm victim was lucky enough to find one of these 'shelters' and somehow got there with no car or gasoline, how are they supposed to bring their own food? What is this, a slumber party? a pot luck? Absurd. Where are the FEMA camps? If nothing else, a compilation of all this data proves that FEMA camps are NOT for natural disasters. So what are they for?
AP reported Tempers Flare as Food Runs Short in Hoboken, N.J. "where a man screamed at emergency officials about why food and water had not been delivered to residents just a few blocks away". A spokesman said that two churches were serving as shelters. And an 80 year old man complained "They finally gave us a sandwich today but it was this big...pinching his fingers about an inch apart." MSNBC featured photos of people digging out of trash cans for food to survive: "People look for salvageable food amongst discarded items outside a flooded deli in Coney Island on Friday. Large areas of the city are still without power or functioning stores to buy food and water." NBC Nightly News reported "About 500 residents are living at the local shelters. Officials say housing is now the biggest need." NY State Rep Michael Grimm said "They're scared; they've been through so much and they want to know that they're gonna have a place to go at least for the next 30 days or so - and as of right now, we don't have those answers". The death toll continues to rise and is at 109.
It's bad enough that the American people are not offered a chance to stay at the FEMA camps that millions of their tax dollars have already paid for. But what's worse is that FEMA and the establishment media portrays the Red Cross as a credible and trustworthy organization, which it is not. On Thursday, Staten Island NJ Borough President James Molinaro called the Red Cross an absolute disgrace" and urged the public to stop giving them money. After Molinaro yelled at the Red Cross on TV, they were shamed into action and had 10 buses finally deliver some soup to residents in need. A few years ago CNN Money ran a story about the Red Cross trying to 'rebuild trust' after they "diverted victim funds for other purposes" after 9/11, had a dismal performance during Katrina, and were involved in various embezzlement scandals.
After 9/11, the Red Cross raised $564 million for the so-called "Liberty Fund" from sincere donors, yet were caught distribuiting less than one third of it, $154 million, to victims. During a Congressional hearing, the Red Cross president faced a lot of angry scrutiny, including from New York Attorney General Eliot Spitzer who said "I see the Red Cross, which has raised hundreds of millions of dollars that was intended by the donating public to be used for the victims of September 11 -- I see those funds being sequestered into long-term plans for an organization."
