"Rule of Law" and "Rule by Law"

"The difference.. ..is that under the rule of law the law is pre-eminent and can serve as a check against the abuse of power (abuses which can involve BULLYING and IMPUNITY of every conceivable kind). Under rule by law, the law can serve as a mere tool for a government that suppresses (large sections of the PEOPLE and of the TRUTH) in a legalistic fashion."

The above excerpt -- without the two pieces in brackets and the emphasis -- is understood to belong to Law Professor Li Shuguang.

Information relating to this much neglected though very important subject was yesterday sent by e-mail to a selection of senior police officers, politicians, and media outlets.
