Should (international) air travel be greatly restricted?

Should most air travel be restricted or banned due to it harmful effects on the environment and on human health?

Air travel is destructive to the environment, because of its high carbon footprint and release of polluants. Moreover, air travel is one of the main vectors for transmission of diseases such as covid-19.
Should air travel, especially international travel, be restricted, either via high taxes and fees or via outright bans for most categories of travel?
