Who, how and for what actually fought in Ukraine
By Pavlo Kuliuk
The main result of the war in Ukraine is that the world has become a competition of identical, but not different, ideologies. The EU, having the same ideology as the US, has become America's competitor in the fight for human resources. This predetermined the defeat of the EU in the war in Ukraine. It was not possible to globalize the world through the dominance of one ideology.

Therefore, globalization will take place on the basis of assembling various ideologies into a single whole. Different ideologies are good! The same ideologies are bad. This predetermines the causes of future local conflicts.
As for Ukraine, this is the first war to destroy an identical, not opposite, ideology. The independent Ukrainian state ceased to exist in 2014. At that time, the country was completely occupied by European and Russian invaders. The war in Ukraine is a war between these conquerors.
All this time, the United States controlled the potential of both warring parties. This gave America the opportunity to influence the outcome of the conflict. By the end of 2024, the European invaders of Ukraine were defeated. The actions of Europeans to create anti-Russian political capital in Ukraine have become ineffective. Europeans have not achieved their main goal in the war. Understanding that further continuation of the conflict will designate Russia as the winner, the government of the United States of America decided to stop the war. Acting as an arbitrator and peacemaker, the United States retained its dominant position in this situation and consolidated a new world order. Russia with an opposite ideology is a more preferable ally for the United States than the EU with an identical ideology.
Humanity is on the threshold of a technological breakthrough, which is personified by Elon Musk. The United States will unite humanity for this technological breakthrough based on the comfortable existence of identical ideologies. The results of the war in Ukraine are the first step towards this.
The Double Bottom of War
Politicians have declared and hidden goals. Declared goals do not always correspond to the real actions of politicians. Such goals are declared to please voters and gain political power. But hidden goals often predetermine the actions of politicians but are hidden from the general public. It was the hidden, not declared, goals of politicians that had a decisive influence on the course of military actions in Ukraine. The war in Ukraine shows that the United States has abandoned its ideological alliance with the EU. The United States completely controls the EU and Russia, and most importantly, the administration of Joe Biden and Donald Trump acted together following a single goal: the interests of the United States! The results of the Ukrainian war will consolidate a new global trend. The modern world is a struggle of identical, not opposing, ideologies. Therefore, the EU is becoming the only geopolitical opponent of the United States. For this reason, the United States contributed to Europe's defeat in the Ukrainian war. This defeat will complicate the EU's further struggle with the United States for human capital based on similar ideologies.
The war in Ukraine in the context of political goals
Declared goals of European politicians
Support for the struggle of the Ukrainian people against the Russian invaders.
The hidden goals of European politicians
To achieve a dominant position in the world by winning the war against Russia through the use of the financial and technological resources of the United States and the human resources of other countries (Ukraine, Belarus, Kazakhstan and Turkey).
Declared goals of Russian politicians
Protection of the Russian-speaking population of Ukraine, fight against NATO expansion.
The hidden goals of Russian politicians
Weakening the EU, strengthening ties with the US in order to ensure a better place for Russia in the world.
Declared goals of US politicians
Supporting the struggle of the Ukrainian people against Russian invaders.
The hidden goals of US politicians
Weakening the EU's ideological competitor. Gaining access to the resources of Ukraine and Russia. Maintaining the US's leading position in the world.
Ukraine has no political goals in this conflict as it is not an independent state. All three parties to the conflict use human resources and the territory of Ukraine to achieve their goals.
Chronology of military operations
First stage 2013 - 2014
1.1. Europeans invade Ukraine and take control of most of the country. The European invasion is carefully disguised as the will of the Ukrainian people. The European invasion is called "Euromaidan".(0)
1.2. Russians invade Ukraine and annex Crimea,(1) part of the Donetsk(2) , Luhansk (3) regions of Ukraine.
1.3. American politicians support the European invasion and the version that these actions were carried out by the Ukrainian people.(4) But American politicians do not support the Russian invasion of Ukraine, although they clearly do not resist it.
EU. As a result of the first stage of the war, the Europeans received the initial human capital (the Ukrainian people) for the war with Russia. The Europeans also formed a bridgehead (the territory of Ukraine) for the war with Russia. The first stage of the war was limited in success for the Europeans.
RU. As a result of the first stage of the war, the Russians formed a bridgehead (the territory of Ukraine) for the war with Europe, and also strengthened the human capital (the Ukrainian people) for this. The first stage of the war was limitedly successful for the Russians.
USA. As a result of the first stage of the war, American politicians gained political and financial control over the war, but avoided contributing to this war in the form of human capital (the population of the USA). The first stage of the war was completely successful for the USA. It was this stage that predetermined the subsequent dominance of the USA.
Second stage 2014-2021
2.1. The Europeans are trying to increase human capital for the war with Russia, as well as to expand the bridgehead for the war with Russia. For this purpose, attempts are being made to invade Turkey, Belarus and Kazakhstan. These attempts are disguised as popular revolutions and essentially duplicate the previous invasion of Ukraine. However, the coups d'e'tat in Turkey, (5) Belarus (6) and Kazakhstan (7) are unsuccessful.
2.2. The Russians are trying to eliminate the European foothold in Ukraine. But this cannot be done by military and political methods. The Russian army wins the battles in Ilovaisk(8) and Debaltseve.(9) As a result of these battles, the Minsk agreements are concluded.(10) However, these agreements are not implemented. Thus, Russian politicians lose the victory of the Russian military. Later, the main political supporter of Russia, Viktor Medvedchuk, is neutralized in Ukraine.(11)
However, the Russians are holding back the growth of European power. The coups d'e'tat in Turkey, Belarus and Kazakhstan were stopped. In Turkey, Russia's actions were minimal and limited to political statements.(12) In Belarus, the Russians acted more actively, using political and administrative measures, human resources and even special services.(13) In Kazakhstan, the Russians acted at full capacity. For this, they used political measures and a limited military contingent.(14)
2.3. There is no direct and obvious evidence of US actions to disrupt the coups in Turkey, Belarus and Kazakhstan. If such actions did take place, they were carried out by representatives of the special services and are not subject to public disclosure. However, it is obvious that the failure of these coups deprived the Europeans of the opportunity to defeat Russia using the human capital of other countries. This means that it increased the importance of US support for the EU. That is, the failure of the coups increased the influence of the US on the EU.
It is possible to argue that the US strengthened the European foothold in Ukraine. (15) This deprived Russia of the opportunity to eliminate the European foothold in Ukraine without a full-scale war. The failure of the coups and the strengthening of the European foothold increased the likelihood of a full-scale war but deprived the EU and Russia of the opportunity to easily win this war. This increased the dependence of the EU and Russia on the US and made the influence of the US even greater.
EU. The Europeans are unable to form sufficient human capital from foreign citizens to defeat Russia. The Europeans are also unable to form an effective configuration of the theater of military operations. Russia was not surrounded on three sides by hostile states and did not receive a large front (Kazakhstan). Russia retained access to the Mediterranean through the Bosphorus (Turkey). Russia retained a common border with the EU (Belarus). However, the Europeans managed to strengthen the Ukrainian bridgehead. The second stage of the war was limitedly successful for the Europeans.
RU. The Kremlin managed to avoid an excessive deterioration of the situation that would make Russia's defeat in the war possible. However, the Russians failed to eliminate the Europeans' Ukrainian bridgehead. That is, the Russians could not avoid a full-scale war. The second stage of the war was limitedly successful for the Russians.
USA. The United States retains control over the situation and makes a full-scale war inevitable. In this war, the winner will be determined by America because the US regulates the potential of the EU and Russia. The second stage of the war is completely successful for the US.
Third stage 2022-2025
3.1. Despite the deterioration of their situation in the second stage of the war, the Europeans approve of a full-scale war with Russia. The Ukrainian government controlled by the Europeans refuses to fulfill the Russian ultimatum in December 2021(16) and disrupts negotiations with Russia in the spring of 2022! (17) However, for the war with Russia, the Europeans can only use the territory and human capital of Ukraine. And this does not give hope for victory in the war. Therefore, the Europeans are forced to reduce the scale of their own goals. Instead of the original goal of eliminating the Russian state by winning the war, the Europeans choose the goal of creating sufficient political capital for long-term opposition to Russia. To do this, the Europeans are trying by all possible means to increase the consequences of a war that cannot be won. The war must last as long as possible. To this end, the European invaders proclaim the obviously impossible goal of "Peace through strength". This motto remains relevant even in 2025,(18) although the events of the second stage of the war have shown that the implementation of this scenario is impossible!
The stake is on a large number of human casualties, a large number of refugees and propaganda processing of the population of Ukraine. But this has only limited success. After two years of war, the number of Ukrainians willing to fight has decreased so much that authoritative sources in the United States cannot remain silent about it. Ukrainians do not want to fight! (19) The number of Ukrainian refugees in the EU has not changed significantly since mid-2022.(20) At the beginning of 2025, there are about 6.5 million Ukrainian refugees in the EU, just like in the first year of the war.(21) The popularity of the main propaganda channel "Edinye Novosti" has decreased so much that it raises doubts even in the EU.(22) In this situation, almost 75% of the population of Ukraine receives information from social networks, which are weakly controlled by the state.(23)
Ukrainian society, without putting up armed resistance, was able to escape from the control of the European invaders. The Europeans failed to form an electoral majority capable of voting for the EU and against Russia at the elections, using relatives of war victims, refugees and propaganda. This was the defeat of the Europeans in the third stage of the war!
3.2. Russia misjudged the situation in Ukraine and made a big mistake. The Russian political leadership decided on a full-scale armed invasion (24) hoping for an easy and bloodless victory. But the Ukrainian foothold of the Europeans demonstrated great potential for resistance. Which turned the Russian invasion into a real war with a large number of victims and discontent among the population. (25) Therefore, at first, the erroneous decision of the Russian leadership corresponded to the strategy of the Europeans to create political anti-Russian capital.
However, later Russian politicians correctly assessed the intentions of their European opponents. The Russians stopped deep incursions into the territory of Ukraine and concentrated military operations in the eastern part of the country. The majority of the population there is pro-Russian. And therefore, the consequences of the war are minimized as much as possible. The Russians also refused to seize cities with civilian populations, as happened in Mariupol. The Russians are conducting military operations without the use of nuclear weapons, carpet bombing and other technologies that lead to mass casualties among the civilian population. Such military tactics, not very effective for defeating an armed enemy and seizing territories, turned out to be very effective in the political struggle for the loyalty of the Ukrainian population.
According to the United Nations High Representative for Disarmament Affairs Izumi Nakamitsu, "On 24 February 2022 and 30th of November 2024, the Office of the United Nations High Commissioner for Human Rights (OHCHR) recorded over 12,340 civilians killed and more than 27,836 civilians injured in Ukraine." (26) However, during the same period, the number of dead and wounded Ukrainian soldiers reached 700000.(27) That is, military losses are 17.5 times greater than civilian losses. Such a ratio of losses clearly indicates to the population of Ukraine effective behavior for survival.
In the current situation, European collaborators calling for war with Russia have come to be perceived as murderers! But Russians who give the right to life to people who do not participate in military actions are perceived as the lesser of two evils! In fact, the Russian military leadership uses a special military strategy and tactics to achieve the maximum political result! This is a war in reverse! Because of this, the Russians suffer great military losses. But the saved lives of the civilian population of Ukraine undermined the mobilization potential of the Ukrainian army! The civilian to military casualty ratio of 1:17.5 helped to achieve this.
With such unusual measures, Russia is trying to minimize the consequences of the war in order to reduce the anti-Russian political capital created by the Europeans. By the end of 2024, the Russian tactics were successful. Although the military actions continue, their results do not satisfy the Europeans. Since it is not possible to increase the size of the anti-Russian political capital.
3.3. The US political leadership at the third stage of the war objectively assessed the situation and completely controlled the development of the situation. American politicians, having realized that the continuation of the creation of anti-Russian political capital, had exhausted its possibilities.
It is obvious that military methods of achieving political goals by Europeans have proven less effective than military methods of achieving political goals by Russians. But the US does not need an obvious winner and loser. This would deprive the US of its dominant role as an arbitrator. Therefore, the Americans decided to stop the conflict and secure their profits!
P.S
The war has not been stopped yet. Therefore, it is premature to sum up the results of the third stage of the war. However, it is obvious that the US decision to stop the war naturally divided the participants in the war into allies and opponents of America.
When the US tried to stop the war, Russia became a natural ally of America. Russia uses its own human capital and its own territory for the war. The suffering of Ukrainians because of the war with Russia becomes anti-Russian political capital. Therefore, the Russians are interested in a speedy end to the war. However, the EU does not use its own human capital and territory for the war with Russia. The EU uses the human capital and territory of Ukraine for these purposes. The suffering of Ukrainians is beneficial to the EU because it helps to create anti-Russian political capital. Therefore, the EU is not interested in ending the war. This lack of interest is reinforced by the fact that the results of the war do not satisfy the political leadership of the EU. Not only is Russia not destroyed, but even sufficient anti-Russian political capital has not been created.
All of the above clearly shows how politics influences the tactics and strategy of military actions. The Russian-European war is a war where political expediency became more important than military expediency. The commanders-in-chief of the troops of both sides of the conflict were not independent in making decisions. In fact, the logic of the war was determined by politicians. Whether this is good or bad will be decided by future generations!
