ISRAEL: Computer election fraud in the only digital banana republic in the middle-east?

Over the past weekend -- data on the Commission's web site was inexplicably adulterated" Head of the government new Cyber Security Research Center refuses to comment... The entire affair again raises concerns regarding the nature of the regime.
OccupyTLV, September 26 - over the weekend, activists reported newly adulterated data on the Central Election Commission web-site. Recently, activists have been routinely monitoring and analyzing the data on the site, following claims of massive computer fraud in the 2015 general election. [ii]
Netanyahu's 2015 re-election as prime minister defied all up to the last minute statisticians' predictions. Recent publications claim fraud in the 2015 general election, allegedly perpetrated through IT systems of the Central Election Commission. [iii] The same claims were made in a petition, challenging the 2015 general election, which was summarily denied by the Israeli Supreme Court for lack of standing. [iv]
The vulnerability of the contemporary election polling to computer fraud is nothing new. In view of concerns regarding validity and security of US electronic voting machines, CalTech, Carnegie-Melon, and MIT computer science faculty engaged in research and published reports on the matter of their own volition. [v]
In Israel, following the latest data adulteration, request has again been addressed to Professor Eli Biham, head the new, government sponsored Cyber Security Research Center in the Technion -- Israeli Institute of Technology (see the full text below) . The request has been copied to Professor Peretz Lavie, the Technion President, and Professor Wayne Kaplan, the Technion Executive VP for Research. Regardless of repeat requests, Professor Biham has so far adamantly refused to make any public comment on these matters... [vi]
The emerging circumstances are puzzling: Head of an Israeli, government sponsored agency, a leading academic expert on data and system security, refuses to comment on the integrity and security of some of the most sensitive e-government systems...
Following the publications, alleging computer fraud in the 2015 general election, Freedom of Information Act (FOIA) request was also filed on the Knesset (Israeli parliament), under whose authority the Central Election Commission, headed by a Supreme Court Justice, is established and performs its duties. The request sought fundamental documents, relative to compliance with the law and binding government standards in development, implementation, operation and security of IT systems of the Central Election Commission. The Knesset FOIA office confirmed the receipt of the FOIA fees and the request. However, regardless of repeat requests, it has so far failed to duly issue a FOIA request number" [vii]
MK Karin Elharar, Chairwoman of the Knesset Oversight Committee, was asked to help in ensuring lawful processing and response on the FOIA request. Her office has failed to answer so far. [viii]
The emerging circumstances are puzzling: It appears that the Knesset is not ready, willing, and able to uphold the FOIA, which the Knesset itself enacted. Specifically -- FOIA request pertaining to IT systems of the Central Election Commission, which the Knesset itself established and operates. Furthermore, validity, integrity, and security of these system s is critical, relative to lawfulness of the current Knesset and the current government"
In parallel, Israeli media has recently reported that Netanyahu asserted control over the most sensitive, state data systems without any lawful process -- "by his own permission"" [ix]
In short -- the entire affair raises serious concerns regarding the nature of the regime in Israel today, and possible collusion of all three branches of government in a 2015 general election fraud. [x]
In the US, the relationship control, monitoring, security of cyber systems and Deep State is of course the backdrop of the Snowden affair.

RE: Newly adulterated data on the Israeli Central Election Commission web page? - Request for your public comments
Dear Prof Biham:
Over the weekend, reports were published by activists, who routinely monitor the Central Election Commission web-site, regarding newly adulterated data [figure provided-jz].
In view of previous concerns regarding invalidity of the data on the Knesset's Central Election Commission web site, Freedom of Information Act (FOIA) request was filed, asking, among other information:
Who authorizes the publication of data on the Central Election Commission web site?
The FOIA request sought additional information regarding compliance with the law and binding government standards, relative to development, validation, implementation, operation, and security of IT systems of the Central Election Commission. While the Knesset FOIA office confirmed receipt of the request (and fees), so far that office has failed to duly issue a FOIA request number, regardless of repeat reminders.
Circumstances, under which the Knesset is not ready, willing, able to uphold the FOIA (which the Knesset itself enacted), pertaining to IT systems of the Central Election Commission (which the Knesset itself established) - an IT system whose validity and integrity is critical, relative to lawfulness of the current, 20th Knesset, and the current government - must raise serious concerns.
In view of concerns regarding validity and security of electronic voting machines in the US, MIT, CalTech, and Carnegie-Melon computer science faculty voluntarily launched research projects and published public reports on the matter.
In Israel, ample evidence has been produced, suggesting fraud in the General Election for the 20th Knesset, allegedly perpetrated through the Central Election Commission IT systems. Urgent petition, pertaining to this matter, which was filed in the Supreme Court was summarily denied for lack of standing...
Separately, recent media reports indicate that Prime Minister Netanyahu has effectively completed asserting control over most critical State IT systems - without establishing the matter by law.
In my opinion, as the head of the new Technion "Cyber Security Research Center", sponsored by the public coffer, you hold a duty to publicly address such matters.
However, so far, you have refused to make any public comment regarding evidence of fraud in IT systems of the Central Election Commission, and separately - you have so far refused to make any public comment regarding internationally reviewed, published reports of massive fraud in the new IT systems of the Israeli courts.
I hope that you reconsider your position in this regard and publicly address such matters, which are critical for the fundamental rights of all in the State of Israel, and for legitimacy of the regime.
