Third American Constitution -- Direct Democracy - Article 2 - Section 2,3,4 -- Items 1 through 3

Article 2 - Section. 2. Second American Constitution.

The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices, and he shall have Power to grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.

He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.

The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session.

Article 2 - Section. 2. -- Items 1 through 3 - Of the Third Constitution

Item 1

The Three Seat "Commander In Chiefs Of The Direct Democracy Republic Armed Forces Of The United States Of America" will be selected from the high ranking officers, but not necessarily the "Highest Ranking Officers", of the Army, Navy, Marine Corps, Air Force, Coast Guard, National Guard, State Militias, or Military Academies, by the True Citizenship Of America with a Direct Democracy Majority Vote, based on the performances and merits of the candidates. The term length of these three military seats will be two years.

Item 2

The criteria for this Democratic selection will be based on "well reasoned standards" for military leadership performance, derived from studies of military history, analysis of current capabilities and knowledge of the personalities of the candidates. Any Civic Service Record, developed by candidates, will be scrutinized also.

Item 3

The True Citizens Of The United States Of America, acting through Their "Volunteer House Of The American People" and its nationwide, Sea to Sea Citizen support and Vote Network, will vote on, to grant, or not, Reprieves and Pardons for Offences against the Direct Democracy Republic of the United States, by Military Citizens.

Article 2 - Section. 3. - Second American Constitution

He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States.

Article 2 - Section Three -- Items 1 through 5 - Third American Direct Democracy Republic Constitution

Item One

The Seven Presidents of America shall, four times a year, give to the Three Houses Of Governance and all of the Nation, Information of the State of the Union, and recommend for their Consideration such Measures as they shall judge necessary and expedient. This duty fulfills one of the greatest obligations of the Seven Presidential Seats; to advise We The People toward ever greater achievement in Governance, for the Best Evolving Destiny of America.

Item Two

The Office of the Seven Presidents of America may, on extraordinary Occasions, convene all Three Governance Houses, or any of them, and alert the National Sea to Sea Citizen Support and Voting Network.

Item Three

In "Cases of Disagreement" between the Three Houses of Governance, the Office of the Seven Presidents of America can convene the Three Houses, or any one of them and alert the National Sea to Sea Citizen Support and Voting Network in order to build solutions to disagreements between them.

The "Eyes Of The People" will watch for intentional tactics that promotes unwarranted disagreement between the Three Houses Of Governance and the True Citizens Of America.

Item Four

Also, the Office of the Seven Presidents of America shall receive Ambassadors, Dignitaries, Honored Citizens, Heroes and other Public Ministers.

Item Five

The Office of the Seven Presidents of America, shall take Care that the Laws of Our Nation be faithfully executed, and shall Commission all the Military and Public Service Officers of the United States, in the name of The American People and with the approval of The Voting American True Citizenship.

Article 2 - Section Four -- Items 1 through 2

The Seven Presidents, Seven Vice Presidents, all Civil, Ambassadorial, Military and Judicial Officers of the United States, Departmental and Bureau Staffs, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other "High Crimes". Punitive response to "Misdemeanors", committed by these, will be decided in appropriate National or State courts of law, but will not necessarily include removal from their offices, or positions. The "Grand Jury Of The American People" and the "Supreme Court" will be called to expedite or assist in these deliberations.

Item Two

"Expungment" of ex-office holder criminal records, felonies, or misdemeanors, will be decided by Majority Vote of The American People, in their Direct Democracy Governance System.
