Day954/Sep1st/Thursday: The President spoke by telephone to Prime Minister-elect Yoshihiko Noda to congratulate Yoshihiko on his election. The two leaders underscored the enduring nature of the U.S.-Japan friendship and alliance, and its critical importance to the peace and stability of the Asia Pacific. The President and Prime Minister-elect also pledged to work closely together to reenergize the global economy and promote strong, sustainable, and balanced growth. Source

The President declared a major disaster existed in the State of Vermont and ordered Federal aid to supplement state and local recovery efforts in the area affected by Tropical Storm Irene beginning on August 29, 2011, and continuing, making federal funding available to affected individuals in the counties of Chittenden, Rutland, Washington, and Windsor, including grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster. Federal funding was also made available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by Tropical Storm Irene in the counties of Addison, Bennington, Caledonia, Chittenden, Essex, Franklin, Lamoille, Orange, Orleans, Rutland, Washington, Windham, and Windsor. If a petition gathered enough signatures, White House staff would review it, ensure it is sent to the appropriate policy experts, and issue an official response. Day955/Sep2nd/Friday: The President, in a released statement, announced he had requested of United States Environmental Protection Administration ( EPA ) Administrator Lisa Jackson , "... after careful consideration, I have requested that Administrator Jackson withdraw the draft Ozone National Ambient Air Quality Standards at this time. Work is already underway to update a 2006 review of the science that will result in the reconsideration of the ozone standard in 2013. Ultimately, I did not support asking state and local governments to begin implementing a new standard that will soon be reconsidered ." The President returned to the White House, where he participated in an Ambassador Credentialing Ceremony in the Oval Office. Among the credentialed, the President accepted the credentials of Ali Suleiman Aujali as Ambassador Extraordinary and Plenipotentiary of Libya--the first representative to the United States from the new Libya, and one of the first Libyan diplomats internationally to be fully credentialed since Moammar Qaddafi' s fall. The President spoke with Israeli Prime Minister Benjamin Netanyahu by telephone about attacks upon the Israeli Embassy in Cairo. The President expressed his great concern about the situation at the Embassy, and the security of the Israelis serving there. He reviewed the steps that the United States was taking at all levels to help resolve the situation without further violence, and to call on the Government of Egypt to honor its international obligations to safeguard the security of the Israeli Embassy. The President and the Prime Minister agreed to stay in close touch until the situation was resolved. Source
The President issued an Executive Order to reinforce, integrate, and complement public communications efforts across the executive branch that are (1) focused on countering the actions and ideology of Al-Qaeda, its affiliates and adherents, and other international terrorist organizations and violent extremists overseas, and (2) directed to audiences outside the United States. This collaborative work among executive departments and agencies was to bring together expertise, capabilities, and resources to realize efficiencies and better coordination of U.S. Government communications investments to combat terrorism and extremism. The Center for Strategic Counterterrorism Communications was directed to coordinate its analysis, evaluation, and planning functions with the National Counterterrorism Center.

The President sent a letter to the Speaker of the United States House of Representatives, requesting, "... the Congress to consider the enclosed budget request for disaster response needs through Fiscal Year (FY) 2012. It includes a supplemental appropriations request for FY 2011 of $500 million and a budget amendment for FY 2012 of $4.6 billion for the Department of Homeland Security.
The proposed totals for FY 2011 and FY 2012 would increase by $5.1 billion as a result of this request. The additional funding would fund disaster response needs in the Disaster Relief Fund, including approximately $1.5 billion for the Federal share of costs to respond to Hurricane Irene.
This request responds to urgent and essential needs. The supplemental appropriations request would be designated as an emergency requirement. The request for FY 2012 in the budget amendment would constitute disaster relief within the meaning of section 251 of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended by the Budget Control Act of 2011, and would therefore adjust the discretionary spending levels for FY 2012 pursuant to section 251. The details of this request are set forth in the enclosed letter from the Director of the Office of Management and Budget ."

The President chaired a meeting of his senior national security team to review ongoing efforts to mitigate potential terrorist threats as well as to review steps taken to enhance the Nation's security posture leading into the 9/11 anniversary. The President praised the excellent coordination and information sharing taking place among federal, state, and local officials. He directed his team to pursue vigorously all threat information and to ensure a heightened state of vigilance and preparedness as the United States commemorated the anniversary of the 9/11 attacks. The President instructed that he be kept fully apprised of developments related to recent threat information and be given regular updates on security preparations.

Day966/Sep13th/Tuesday: The President joined a meeting between Vice President Joe Biden and President of Romania Traian Basescu in the Roosevelt Room of the White House. The President also invited President Basescu into the Oval Office along with the Vice President. The President congratulated President Basescu on the U.S.-Romania Ballistic Missile Defense Agreement, part of the President's commitment to strengthening NATO and ensuring allies have the capabilities to meet 21st century threats. The President also congratulated President Basescu on the U.S.-Romania Joint Declaration on Strategic Partnership for the 21st Century. The President issued a Presidential Memorandum to a lengthy list of members of his Administration, directing them to monitor and address nationals of Iceland conducting whaling activities that diminish the effectiveness of the International Whaling Commission (IWC) conservation program. Measures to be taken included: (1) relevant U.S. delegations attending meetings with Icelandic officials and senior Administration officials visiting Iceland to raise U.S. concerns regarding commercial whaling by Icelandic companies and seek ways to halt such action; (2) Cabinet secretaries to evaluate the appropriateness of visits to Iceland depending on continuation of the current suspension of fin whaling; (3) the Department of State to examine Arctic cooperation projects, and where appropriate, link U.S. cooperation to the Icelandic government changing its whaling policy and abiding by the IWC moratorium on commercial whaling; (4) the Departments of Commerce and State to consult with other international actors on efforts to end Icelandic commercial whaling and have Iceland abide by the IWC moratorium on commercial whaling; (5) the Department of State to inform the Government of Iceland that the United States will continue to monitor the activities of Icelandic companies that engage in commercial whaling; and (6) relevant U.S. agencies to continue to examine other options for responding to continued whaling by Iceland. The President issued a Presidential Memorandum to the United States Secretary of State: Presidential Determination on Major Illicit Drug Transit or Major Illicit Drug Producing Countries for Fiscal Year 2012.
The President declared a major disaster existed in the State of New Jersey and ordered Federal aid to supplement state and local recovery efforts in the area affected by severe storms and flooding during the period of August 13-15, 2011. Federal funding was made available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms and flooding in the counties of Cumberland, Gloucester, and Salem. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source
