Health reform is one of the toughest things to do in the US. A two bill solution seems to be the answer.

Yes. The congress should use two bills to make health reform happen.

One bill should include the policy changes that Obama and his people say make the current bill worth salvaging-- elimination of pre-existing illness clauses, of different rates for men or women, ending recision-- those kinds of changes should easily pass without fillibuster.

Then, the house and senate should pass a bill using reconciliation that offers medicare for all. That's it. Nice and simple. The other garbage in the bill-- requiring all to pay for insurance-- that is a gift to health insurers. The only way to rein in insane rate increases is to make a real competitive option available to the American people and that needs to be a totally public one. The simplest way to do it is to expand medicare.

Since this is the kind of legislation that WILL pass reconciliation, only 51 votes would be required to pass it.

While they are at it, they can include funding for feasibility studies for single payer at the state level, and elimination of the anti-trust exemption for health insurers.
