Housing Discrimination against HUD Voucher holders

DO you think laws to prevent discrimination against HUD renters, currently in 15 states should be applied in Hawaii? 60-80 percent of HUD vouchers go unused because people cannot find anyone to rent to them because they are on HUD, which makes them homeless for even longer. This during an economic downturn and a tight housing rental market in Hawaii.
