Players, coaches, doctors are informed about those substances deemed not appropriate for Tour de France riders and they know that they will be tested for them
The list of substances deemed not appropriate for Tour de France riders is very extensive and the UCA and the dedicated support for doctors, coaches, yes, riders, and fans can continually update the list as situations and new substances are found.
When a rider do NOT test positive, his results are private.
However, there are millions of NON banned substances that a Coach, team doctor, can use to create PLACEBO's to help motivate their very talented, very hard working and usually very somewhat superstitious Profession cycling riders.
If A Professional Cyclist was reported to have taken Performance Enhancing Drugs and NEVER Tested Positive, The rider was being given legal combinations of non banned substances to: boost moral; find non-banned performance enhancements and or distract the competition.
For an so-called legitimate authority to rely on the statement(s) of anyone who claims to have seen and or know that Cyclist ABC was taking non-allowed substances is unconscionable, unprofessional and does not help Cycling or any sport.
The UCI model with extensive testing during the Tour De France, for example, is the correct route. Tour De France 2011 had NO positive tests despot the hundreds of cyclists being given dozens of tests during the three week tour.
For the yellow bellies who claim they know of or saw Lance, specifically, taking non-allow substances? Phooey: They were Placebos!
