Article. V. Of The American Second Constitution

The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.

Article 5 Of The Third American Direct Democracy Constitution

Whenever fifty-one percent (51%) of the full time "American Advisory Volunteer House Of Representatives" and the "American Advisory Volunteer House Of The Senate" and the "Volunteer House Of The American People", the "True Citizens" of The Direct Democracy United States Of America, shall deem it necessary, shall propose Amendments, or major changes, to this Current Constitution through a continuous and active (around the clock) "Article V Convention", or, on the Application of the Legislatures of two thirds of the several States, shall utilize a continuous and active "Article V Convention" for proposing Amendments, or major changes, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution.

Final Ratification of the agreed on change proposals is by fifty-one percent (though a stronger Majority is always Better) by the "Volunteer House Of The American People" with its attendant "Sea To Sea True Citizen Deliberation and Vote Support Network System".

This "Article 5" is the Golden Door through which We The American People finally become the envisioned "Government BY The People". All We have to do is elect to Our present Representative Democracy Government, the Women and Men that Will execute Our Will in this Evolutionary and Visionary Matter of Our Nation.
