Article. VII. Of The Second American Constitution
The Ratification of the Conventions of nine States shall be sufficient for the Establishment of this Constitution between the States so ratifying the Same.
The Word, "the," being interlined between the seventh and eighth Lines of the first Page, the Word "Thirty" being partly written on an Erazure in the fifteenth Line of the first Page, The Words "is tried" being interlined between the thirty second and thirty third Lines of the first Page and the Word "the" being interlined between the forty third and forty fourth Lines of the second Page.
Article. 7 - Of The Third American Direct Democracy Constitution
No State and its legislative body, without its Consent, shall be deprived of its equal Suffrage (Participation) in the governance legislative body of the "American Direct Democracy Republic Of The United States" unless said State becomes unlawful and/or disruptive by established National Standards and Laws and rogue in its relationship to this New Constitution and Our Direct Democracy Republic Nation. If such a social condition occurs, in a State, Isolation and possibly economic sanctions will be imposed, by National Government Law Enforcement Forces (including the military if need be) until a Majority of the population of that state can come to a decision whether or not it wants to willfully secede from the Direct Democracy Republic Of The United States Of America, or restore order that brings it back into compliance and harmony with the rest of the nation. Republic Law Enforcement and/or military Forces will only invade the sovereign territory of the disrupted State, if some part of the population of that State is being "harmed" and needs to be saved, and/or a Majority of the Citizens of the troubled State asks for assistance. ("Harm" being defined by established National Standards Of Decency.)
Article 8 -- Miscellaneous Items and Sections Regarding The Establishment of Our New Government.
Section 1 -- Reformation of the "House of Representatives" and the "National Senate".
The first act of We The American People, from within Our New Volunteer House Of The American People and the "Supporting Sea To Sea Deliberation and Citizen's Voter Network, is to declare and establish the reformation of the Old Representative Houses of Congress, into their New Design as Advisory and Volunteer Governance Institutions.
Section 2 - Impeachment and Recall Of Office Holders, including bureaus and departments.
The recommendation call for impeachment or recall is correctly made by a 51% Majority of the reformed Two Volunteer Advisory Houses, and/or by an actual call of 51% Majority of the "Volunteer House Of The American People and the "Sea to Sea National Citizen Support and Vote Legislative System".
The actual impeachment, or recall, to be carried out by a Majority of the American People, through the Three Governance Houses and the "National Citizen Support and Vote Legislative System".
Section 3 - Acceptable Governance Forms The States Might Take, IF they ratify this New Constitution:
(1) Direct Democracy
(2) Deliberative Democracy
(3) Some combination of Direct and Deliberative Democracy
