Article 1 - Section 2 -- Items Three, Four and Five
Item Three
The three thousand member seat "Volunteer House Of The American People" shall be based and quartered in a central governance capitol area (possibly in Belle Fourche, South Dakota) designated by vote of the "Volunteer House Of The American People". The Citizen Members of this governance body will serve three months in sequestered office.
This Third House of Congress, is considered to be the core of the entire Direct Democracy Citizen Governance Network, which is quartered in a thousand member seat chamber in the "American Governance Center" and all over the nation in the internet accessing Homes of the American Direct Democracy Citizens.
Item Four
Being ideally comprised of the strong majority of the Citizens of the New "Direct Democracy United States Of America", the "Volunteer House Of The American People", is, by far, the largest and most numerous* House of the Three Houses Of Congress. This hopefully increasing quantity of "True Citizens" is the sum of The Home Based Citizen Network and the Thousand Member Third House.
(Haven't done the math"three thousand turnover every three months = four thousand very year X the number of years considered to be the average in a "generation" =?)
We are a Majority, from all the American People, dedicated to taking Our Nation to its "Best Destiny Possibility", as a process that is caringly, wisely and skillfully done. The "American Nation Best Destiny Possibility" is the Collective Vision that the Old American Dream has awakened to. What this Vision looks like, will be discovered by Our Great Majority.
Item Five
The Pragmatic Ideal for Citizen membership and participation in the "Volunteer House Of The American People" should be 90% of the voting age populace. 90% of each "generation" should have attained the Honor of Public Service as True Citizens in the Third House of Congress.
Intention:
It is the intention of "Items 3, 4, and 5" to establish a New Legislative Body in American Government composed of as many of the American People as possible.
This New Legislative Body will indicate and reflect, the rising sweep of activity, across the land, of the New True Citizens Of Our American New Direct Democracy. This is the "Great Inclusiveness" of True Direct Democracy. Even the "least of Us' being allowed, nay, encouraged to contribute what We can, to The Governance of Our Nation. The vote of a poor man is equal to the vote of a rich man"and will have nothing to do with wealth. (And this might encourage the rich man to treat better the poor one"and also the less poverty, the less inclination to "attack" the wealth and power Citizens, who have more successfully pursued Prosperity. May every Citizen have something too important, or "hard won", to lose in a breakdown of American Culture.)
Here, a stratification is structured, that enables the "best" (high intelligence, good work ethic and a real caring attitude about the rest of the nation and its People.) of the True Citizens to forge ahead, with Recognition and Honor, in the Governance Service of the Direct Democracy United States Of America. A hierarchal stratification that also provides a valid and valuable place for those who cannot "rise" beyond a certain point. All Individual effort, for Citizen Governance, is recognized, appreciated, rewarded* and Honored.
