The Senate is a constitutionally created lethal flaw in Democracy. The idea that a state with under a million citizens gets two senators-- the same power and influence as a state with ten, twenty, even forty million people is not right. It allows the ultra wealthy and small powerful groups to acquire power to influence the policy of the United States. This problem could kill democracy in the US. Here's a way to possibly ameliorate the problem: Add a few states that will be likely to vote in a way that neutralizes the power of the smaller GOP dominated states.
I propose that when the Democrats take control of the house senate and White House which I believe will happen in 2021, that their first order of business be to make Puerto Rico and the District of Columbia states. Puerto Rico with over 3.3 million population would be more populous than twenty other states The Washington DC would with just shy of 700,000 would be more populous than Vermont and Wyoming, only 300,000 citizens shy of four other states.
Adding PR and DC could permanently shift the balance of power in the US Senate and in presidential elections. All that is required is a majority vote in the House and Senate and for the President to not veto the legislation.
While we are at it, changing the balance of things, we could also aim to get rid of lifetime appointments on the Supreme Court and add five seats, once the two additional states are added. Once that was done and non-corporate judges controlled the SCOTUS, it would be possible to actually get rid of gerrymandering, Citizens United and a hell of a lot more.
