That's the background on the weapons situation. Here's why I say that a handful of specific legislators were to blame, as the Huffpo explains,
"A bill that would have closed the loophole was voted down last year in the California State Assembly's Appropriations Committee."
Here's a link to a list of the current appropriations committee members. There are actual names of people there. I'm not sure they were the same ones who blocked the bill that would have closed the loophole. Looking at the list, there's the top Republican on the committee, Frank Bigelow. If he was on the committee, you can be pretty certain he voted to block the loophole. In my mind that makes him an accessory to the fourteen murders.

I'm not going to go through the complete committee list. But There are people saying that the families of the killers should be killed. I say that these legislators and their families should be shamed and booted out of office.
