Here's a simple solution to the travel expenses issue for military personnel seeking abortions in another state:
Allow pregnant military personnel to apply for a temporary transfer (30 days for proper recovery?) to another military base in a state suitable for pregnancy procedures. You can label it as a "training exercise in preparedness" or any such criteria. With this temporary deployment the personnel would be able to use military transport whenever the next flight would leave to their new base.
No out of pocket expense would be needed to be reimbursed. Simply add an amendment to include such provisions in the defense budget.
Solutions are always there if the frame of mind is compatible.
