Ban Ki-moon will continue to condemn specific terror attacks against the U.S., but he will give scant attention, if any, to years of terrorizing citizens of multiple Middle Eastern nations by the U.S. with its Predator Drone Hellfire Missile bombings, let alone seek to address the reasons for either illegal terrorism or the infinitely more widespread and provocative but legalized U.S. terrorism.
The UN's founding purpose is to control the violence and aggression of its member states against other states and peoples. It has no mandate to protect governments from violence coming from its own embittered citizens or those of nations that have seen invaded.
But while the Iranian parliament has pressed its government to petition the UN Security Council in protest of U.S. president Obama openly threatening Iran with nuclear attack, the UN Secretary General, circumventing the positive reports of his own nuclear weapons watchdog agency, helps the U.S. arrange further economic sanctions against this oil rich nation.
Ban Ki-moon was put into office by nomination and pressure from the United States. No one, however, is forcing him to show continual first loyalty and kowtowing exceptional friendliness to the world's superpower in all his speeches and promotions.
Even though most nations are constrained to accept this preferential treatment for the U.S. government through binding economic relationships, it it is absurd that this UN Secretary General parrots the imperialist policies of the U.S. as those of "the community of nations." This makes a joke of the faith the impoverished Majority Mankind places in the United Nations and makes this Korean serving as UN Secretary General appear as a fool for acting as a U.S. lackey.
Similarly, the capitalist world's imperialist conglomerate owned media (a few generations ago openly colonialist as well) ignores past Russian massacres of thousands upon thousands of Chechnyans in Chechnya in reporting the universal condemnation and outrage when detailing the same old military answer reaction to the horrific Moscow subway bombings. This horrible loss of Russian lives is only one attack over years of the same desperate blowback from Chechnyans willing to suicide themselves in the name of justice for their family and countrymen. And of course it excuses all manner of U.S. atrocities and crimes against humanity it its wars to secure the grip on the oil fields of the Middle East.
At lot of background material has been published by OpEdNews about oil reserves in the Middle East and Africa and the intense competition between giant economies for access and control, but not all that much about the importance of Chechnya for its own wealth apart from its strategic location in the Caspian oil basin.
Readers wishing more information regarding the oil in and around Chechnya can Google or click on this chechnya oil reserves which brings up hundreds of informative article entries.

GROZNY, Chechnya, April 9, 2004 (ENS) - Pro-Moscow Chechen leader Akhmad Kadyrov plans to found a new oil company that would give the devastated republic a greater share of its oil riches, while making him more financially and politically independent from his Russian backers.
Currently, money from sales of Chechen oil have gone to Russian giant Rosneft and its local subsidiary Grozneftegaz. According to Kadyrov, Chechnya sees few benefits.

Will be searching through these Google listing for articles giving some background on quid pro quo between Washington and Kremlin on Chechya and looking the other way. Have already found on re such an arrangement between Russia and China:
Russia and China sign strategic bilateral agreements (Editor - link not working) - decide to ...... countries intend to strengthen support for one another with respect to Chechnya and Taiwan. ..... has reasserted popular control over the country's oil reserves, .... Even with a major oil field showing strain, the promises are flowing ... Ghawar is the biggest oil field in the world, providing between 6 and 8 ...
The least we can do for the Chechen victims, the Russian subway victims and those who will be the future victims on both sides is to inform ourselves and others in the name of promoting earliest intelligent negotiations to replace the continuing cycle of deadly war of one type or another.

Dissimulating Condemnation of Women Subway Suicide Bombers by Russia, US, China, UN
Amazingly, there is little public outcry that governments, whose citizens have been murdered, continue to meet urban terrorism with the same military solution that has brought about a repeating & unceasing calamity in the first place. Post-USSR Russia has failed to deal with Chechen ethnic drive for independence other than by the most clumsy and indiscriminate use of military fire power within a civilian population.
As if to emphasize UN officials inhumane subservience to military power, today's
NY Times, Richard Oppel reporting: United Nations Endorses Afghan President's Choice to Lead Election Commission
"...the United Nations also endorsed a plan that would weaken a separate election-fraud monitoring body but would give Western representatives veto power over its decisions ... senior United Nations official in Kabul, Staffan de Mistura recommended that Western countries go through with financing the parliamentary elections scheduled for September. Diplomats had said they might withhold money unless enough changes were made to ensure that the September ballot did not become a replay of the widespread fraud that pitched the country into crisis after the August presidential election.
