We know that America has been in a decline for over two decades. Why has this happened and are there workable solutions?

Educated, concerned citizens are alarmed by our situation and many have written books, articles and reports, all of which can be found in the public arena. US intelligence services have observed this decline in their reports as well. Now, at the end of the first decade of the twenty-first century, this worry is at the center of thought of a majority of our citizens. What is wrong with our country? Why are we declining as the major power in the world, and what we can do to stop the process?

The people ask if it is because of the frequent corruption scandals in the US Government and Congress. It is not that; it is because the people in the USA no longer work as they have in past decades. And it is because the rich have grown greedy, taking their own capital overseas and avoiding taxes and labor costs. What are the other related problems and how we can find the solutions?

Our people fluctuate in their concerns and their blame, from the left to the right. They blame everything and everyone including the political system. They vote Republican and consistently blame the Democrats for the problem, or vote Democrat and consistently blame the problem on the Republicans.

There are no easy solutions. The deficit is steadily increasing and the country lists like a ship in the ocean with a hole in its hull. Water continues to enter through the leak but the passengers and crew are tired of continuing to bail out the ship. The rate of water coming in is increasing and the passengers and crew who are trying to save the ship are losing the battle and there is no hope of reaching the shore.

I am in the middle of this scenario and I am as concerned a citizen as the rest of the people in the country. I have written many articles in the past blaming our government for corruption. I notice, however, no one blames the Supreme Court for the effect of their rulings. A majority of our people blame Congress and the Executive Branch instead, as I have in the past.

I believe that I have found the fault line for our country's problem.

For over several decades our country has changed radically. I went through this kind of change when I was working on mainframe computer designing; suddenly we lost the market and I lost my job to the new PC computer industry. At first, I did not know what to do and I and my family suffered.

Eventually I went back to school to solve my problem.

I believe the changes are over the head of Congress. The old laws no longer work that were used to levy and collect taxes. And the members of Congress seem clueless regarding the creation of new laws for collecting taxes.

The US Government is going broke because it spends more than it takes in and borrows in order to balance the books. We are the world's greater debtor nation now. We were not that in the past.

There are people making billions of dollars who are not paying taxes, taxes owed legitimately by laws administered by the IRS. The economic changes in our system are happening quickly. There are people making billions of dollars and there are people making only small incomes who are barely hanging on or going bankrupt. CEO pay has increased markedly over the past 30 years while middle and lower class incomes have remained relatively unchanged in comparison. Where the ratio of average CEO income to average citizen was about 40 then, now it is 400 or so! The tax system is outdated, just like Newton's physical laws. They were good until Albert Einstein rewrote those laws showing that they were good only under certain conditions.

U.S. laws have to be changed to follow the changes in the distribution of wealth in this country; that is necessary in order to provide the income necessary to sustain the operation of the U.S. Government.
