The Voting Process
The Votes, written on paper, will be initiated, accumulated and counted, under "strong supervision" and done by dedicated "Direct Democracy Citizen, Eyes Of The People, Vote Count Committees", in the Neighborhoods. This vote, upon paper ballots, will be initially accepted and counted in "Neighborhood Voting Blocks". The actual voting documents would be held secure and guarded, by "rings" of The Citizens in a vault like facility, (Obelisks?) designed for such, in the Neighborhoods.
The intention of "Item Fourteen" is to enable the "grassroots" community level of We The People to maintain control of their voting process"at a level that is second closest to them in their everyday lives"the Neighborhood. The "Neighborhood Vote" is the important realization of the accumulating flow, of the American Direct Democracy voting process. This action also involves the best Citizens (who have proven their personal worth to American Society in their performance in the context of "Good Citizenship Standards") Direct Democracy is nothing without the Best Integrity of Citizen Participation". "Strong Supervision" ideally would mean ALL of the Participating Citizens Of a Neighborhood. Everyone, should "turn out" for this sacred process of voting and guarding their vote.
The "Book Of New American Standards" may well begin with a Standard built for this grassroots voting cooperation involvement of American Neighborhood Citizens"the Third Building Block of Direct Democracy. The First and Second Building Block of Direct Democracy, would be the Individual and the Family.
I think that the Families of Our Neighborhoods, should team share in the Responsibility, of establishing and practicing Good Direct Democracy. Maybe"not only taking responsibility for themselves, as Family Units, but also, skillfully and unobtrusively, for the Good Performance of Other Families, in their own neighborhoods, too. But"We must be very careful here. This approach has the negative potential of one Family using this as a way to mistreat another Family. Not all Families can get along and cooperate, in the "Standard Ideal" way (which hasn't been established yet) which best serves the Direct Democracy Neighborhood. There is an intense sensitivity here regarding the "Right Of Privacy". It might be better to "bring in" a "qualified" arbitration expert in the application of the "Neighborhood Direct Democracy Standard""which emerges out of the "Family Direct Democracy Standard". The one rises out of the other.
Neighborhoods will have to be mapped out and assigned vote system designations. These designations can be used for census work too.
Then the ballot totals, with accurate copies of the ballots, of the neighborhoods, will be taken to "Community Vote Holding Centers" (Town or City) and added together. "Ballot Totals" are on separate documents from the original ballots. The security of these collection and tally centers, will be expedited by ten representatives from the neighborhoods and two from the town, or city government"plus a representative from the county government.
The intention of "Item Fifteen" is a continuance of the accumulating vote flow into larger social and political structures (towns and cities) and indicates the importance of the "Neighborhood Vote Ballot Guardians" not relinquishing responsibility and possession for the ballot copies and tallies to the next highest level. The original "Citizen Marked Ballots" should not be collated, or taken away, but kept separate in their own secure and stackable containers with maybe at least 12 "Neighborhood Vote Ballot Guardians" still watching. The tallies can be collated either before or after arrival at the "Community Vote Holding Centers"
Neighborhood Vote Ballot Guardians, from each neighborhood, can be reduced as the copies and the ballot totals merge with other neighborhoods in the county level. But the number of the merging Neighborhood Vote Ballot Guardians will increase at the "Community Vote Holding Center". The number will depend on the number of neighborhoods within the Community.
Maybe specially designed trucks can be designed to efficiently accommodate these accumulating ballot totals, as they are moved to the County Vote Centers.
The "Standard" here might be one that suggests the proper amount and kind of security for the protection of the ballots.
The third step in this vote and tally process, will be "County Vote Centers". Still transferring the copies of the neighborhood ballot totals and the tallies from them. Three "Neighborhood Vote Ballot Guardians" will still be with the copies and tallies at the "County Vote Center".
