The Hindus have a remarkable idea they call Maya. Maya literally means Play. Play is more than a game. It also means looseness, a chaotic bend to Nature. The term also speaks to theatrics (e.g., Republican lineup of Presidential hopefuls).
This notion of Play is not just in the Hindu religion. It is also evident in the Bible, where in the "Book of Proverbs" it is said of Wisdom and Understanding, "She is at play throughout the world." Play can be taken in a number of ways: (1) Play as in a looseness of action (i.e., chaos, a cosmic bottom-up and not randomness); (2) Theatrics (for comedy, drama and horror, consider the major news outlets) and (3) Games and children's play which is often make believe or pretend (theatrics) and spontaneous (off the cuff and in the moment).
The Play of Nature in science's chaos theory entails everything affecting everything else. Thus, how Nature works is primarily not top down. The lion is only King of the jungle until a microscopic bug takes him down. Thus, Nature is more bottom-up than top-down.
Thus is chaos. Chaos reflects a bottom -- up world. In the above image, did your attention go to the guy holding the sign saying "Rump?" Is this a humorous ploy or play upon Donald's being considered by the artist as an "a*s"? I would say, "probably." Such is the artistic temperament! I love it though I worry about ad hominem arguments in public discourse!
Is this a Freudian slip (a slip of the tongue that seems to be an accident yet speaks to the wisdom of our deeper consciousness, or what Freud called the unconscious)? Thus is Maya, or Play. Just look at those faces, what do you see? Why am I so fascinated by this image? This image is not real. Yet, it's saying something. What does it say to you? Does it make you cry or laugh? Is this manifestation of Maya a drama, comedy or horror show?
Our actions in this play do matter. So, yes, chaos does teach us that our behaviors matter. It is best we be responsible, meaning being responsive to what's going on.
Chaos is also in top-down rule. It's just that the upper classes and politicians dictate to us how we live for their sake because they are control freaks. They hate chaos and its implications for bottom up rule.
In essence, the top 1-5% don't like the empowerment of everything else on this planet (e.g., the trees contribution to the atmosphere) and thus want to control the world for the sake of their egotistic needs and monetary rewards. These rewards are hallucinations. For example, the dollar bill isn't worth the paper it's printed upon. Indeed, we may as well use it for toilet paper. It's an illusion, a lie, if you prefer. And, with modern credit, our economy is nothing less than dots and dashes on a computer chip. Pull the plug and it's all gone. And we call this sanity?
Regarding chaos, consider the following from Wikapedia:

Thus it is said that a butterfly flapping her wings in China has an effect on the weather in New York. Extrapolating from this law of chaos: What you do matters. In the simple act of breathing, you are participating in the making of the Earth's atmosphere.
Could it be that our life's play is a spontaneous emerging in the moment and not so much a script handed down to us? Instead of being conducted by a top down led orchestra with magical men waving wands to tell us how to play, what if we realized we were all partaking in a glorious jam session. Thus IS the essence of bottom-up music!
