|In 1979, the United States signed a treaty that would gradually turn over control of the Panama Canal zone to the nation in whose territory it was found. But by 1989, the U.S. government was profoundly unhappy with de facto Panamanian military dictator Manuel Noriega. So, then head of the Justice Department's Office of Legal Counsel William Barr was given an assignmentcome up with a legal justification for the United States to enter a sovereign country, dispose its leader, kidnap him, and bring him to America to stand trial.
