After weeks of intense negotiations, Gov. Schwarzenegger and the Democratic-led state legislature agreed on a bipartisan plan to slash the state's greenhouse gas emissions to 1990 levels by 2020, a cut of about 25 percent from today's levels.
Other states should emulate this trend-setting model until there's a big change in attitude from the federal government, now in the clutches of hopeless reactionaries on this topic. |
