|Robbins has been doing research on the state's election system since he retired several years ago. He testified on House Bill 3 when it was under consideration.
Robbins called the new rules crippling to those who paid people to register voters.
His main problem was not with Blackwell's rules but with the legislation itself, much of which he said was unnecessary.
