Simpson explained his view that balancing the budget would require going 'to where the meat is. And the meat is health care, Medicare, Medicaid, Social Security.' One of Simpson and Bowles' most contentious proposals is to gradually raise the retirement age to 69. They said Social Security runs out of money in 2037.
