|The report from the Commission for Public Complaints Against the RCMP looking at death of Robert Dziekanski is not an indictment of the entire police force.
The outgoing chairman of the commission, Paul Kennedy, finds fault with the four officers involved, but appears to be using the report in an extraordinarily meaningful way.
