Here's my summary:

WSJ offers an in-depth portrait of a county in Iowa that swung from supporting Obama for two terms to supporting Trump in 2016. It's alarming that the impeachment proceedings haven't swayed some decisions to go for Trump this November; others are undecided. But free higher education and health care doesn't phase them because they believe they will raise taxes.

Ethics in government doesn't enter in. Why not?
