How Neutrality Can Bring Security—and Satisfy Both Russia and the West.

The Russia-Ukraine war is unlikely to result in complete annexation of Ukraine by Russia at this point, though President Zelinsky said Russia now controls 20% of Ukraine. The stalled Istanbul proposal with its promise of neutrality is similar to a pact that made and kept Belgium free for 75 years and it represents the best framework for a lasting peace.

Issues of borders, foreign bases, particularly Russia's in Crimea - and whether Crimea, which Russia has controlled since 2014 - have to be worked out. But there are real opportunities for non-intervention, neutrality and ultimately rebuilding a safe, secure Ukraine, that should not be ignored.
