When Senator Fischer asked him what he thought of the non-first-use of nuclear weapons, the General replied: “Senator, I am a Fan of Flexible First-use Policy”. He, who is responsible of US / NATO nuclear weapons in Europe, officially declared that he is a supporter of their first use for the first strike, the nuclear surprise attack on a “flexible” basis.
